Addition of symbol for APA-106-F5 5mm Addressable RGB LED

Addition of APA-106-F5 Addressable RGB LED. Datasheet can be found here: https://cdn.sparkfun.com/datasheets/Components/LED/COM-12877.pdf

NOTE: that the LED Pins are backwards compared to the datasheet - The datasheet counts pin 1 as being furthest from the flat, however the 4 Pin LED footprint in the library has pin 1 next to the flat. I have confirmed this by testing on the bench. I can grab a photo if required.

  • Provide a URL to a datasheet for the symbol(s) you are contributing
  • An example screenshot image is very helpful
  • Ensure that the associated footprints match the official footprint library
    • A new fitting footprint must be submitted if the library does not yet contain one.
  • If there are matching footprint PRs, provide link(s) as appropriate
  • Check the output of the Travis automated check scripts - fix any errors as required
  • Give a reason behind any intentional library convention rule violation.
