Add TCAN4550 SPI CAN Controller

Add the brand-new TCAN4550.

Datasheet: http://www.ti.com/lit/ds/symlink/tcan4550.pdf INH pin marked as "open emitter", though the datasheet marks it falsely as open collector.

DO NOT MERGE YET! :-) Not sure how to proceed with the footprint. What the datasheet calls a VQFN-20 is, if anything, a VQFN-24 with 1EP and irregular Pin numbering.

I guess I will submit a PR for a device-specific footprint; Would be glad about a hint regarding the perfect name for that thing.

  • Ensure that the associated footprints match the official footprint library
    • A new fitting footprint must be submitted if the library does not yet contain one.
  • If there are matching footprint PRs, provide link(s) as appropriate
  • Check the output of the Travis automated check scripts - fix any errors as required
  • Give a reason behind any intentional library convention rule violation.
