Add TI's LM397 single voltage comparator and its pin-compatible cousin TL331

These couldn't be aliases of existing SOT-23-5 comparators since the pinout doesn't match any that are in the library already.

  • Provide a URL to a datasheet for the symbol(s) you are contributing
  • An example screenshot image is very helpful
  • Ensure that the associated footprints match the official footprint library
  • If there are matching footprint PRs, provide link(s) as appropriate - n/a
  • Check the output of the Travis automated check scripts - fix any errors as required
