Fix: SOIC-8-1EP_3.9x4.9mm_P1.27mm_EP2.41x3.81mm

This MR fixes the PCB offset and package height of the SOIC-8-1EP_3.9x4.9mm_P1.27mm_EP2.41x3.81mm. I misinterpreted the PCB offset definition in the datasheet when doing !183 (merged).
As I read it by now, it is nominally 0.05 mm and the maximum is 0.1 mm. Initially I used 0.075 mm. Not terribly wrong, but I am scratching an itch here.
