pcbnew.IO_MGR has been renamed to pcbnew.PCB_IO_MGR

A change between the KiCad 7 and 8 series is that in the pcbnew Python module, IO_MGR has been renamed to PCB_IO_MGR. Since the GitLab CI/CD pipeline for the footprints repository now uses KiCad 8.0.0, update the relevant script to reflect this change.
