Minimal change to support v8 footprints:

kliment requested to merge kliment1/kicad-library-utils:fix-klc-check-parser-for-v8 into master
  • kicad_mod: parse properties as fp_text, and lowercase their names in the internal representation
  • update F9.3 rule file to suggest KICAD8_3DMODEL_DIR and treat v7 path as old
