This adds two "template" projects to the repo which pre-set some useful combinations of default dimension sizes and add an Edge.Cuts rectangle. When reviewing or making an MR, this is convenient.

Users can then symlink them into their ~/.local/share/kicad/7.0/templates repos.

Alternatively, we could upstream them into the main Kicad templates library?
