Add S4.6 check for NC pins outside of symbol border

I noticed there wasn't a check for the S4.6 line:

The end of the pin should lie within or on the symbols outline to prevent unwanted connections to the invisible pin

I've put together a simple check for any hidden NC pins that lie outside the outline.

I think the methodology for finding pins outside the border is sound, but any feedback is much appreciated!
