Check pin names for non ascii chars

cpresser requested to merge cpresser/kicad-library-utils:EC03_PinNamesAscii into master

This adds a new extended check (EC03) that looks at pins names. A warning is printed if non ascii chars are detected. This check was introduced since people on windows might have problems with utf-8 names. Its not a strict KLC rule.
