Fix NC not getting detected properly in S4.6

The library-format changed. unconnected changed to 'no_connect'. Adjust the scripts, so they work with the newer version.

This will most likely produce false positive CI results for the S4.6 rule for older MRs that don't employ a recently young nightly build.
