Add non thermal via version of TI VQFN-RHL-20 (replaces #454)

This is simply the same footprint as added by #701 but without thermal vias. This is a replacement for #454.

In addition i fixed the layer stack to fit our standard for the thermal vias in the original contribution. (I missed that in my original review)

In addition this also replaces #825
