Update of ST HLGA-10 footprint with new calculation

Rene Poeschl requested to merge github/fork/poeschlr/fixup_st_hlga into master

The original scripts did not support the way ST dimensions its package. This was mentioned in #732. The new script now supports it and gives better results.

The pads are slightly reduced on the heel side.
