Added new HSOIC-8 for the LMR14030

I've looked at the Package_SO:SOIC-8-1EP_3.9x4.9mm_P1.27mm_EP2.35x2.35mm but it's thermal pad is the wrong size so I've created this symbol. I might be looking in the wrong library for the package I require, in which case this footprint is not required, which will be great.

I'm going to push and check Travis output
