Backport: Fix SMD two terminal chip devices

  • Update to newer IPC-7351B
  • Fix spacing for 0402 imperial
  • Allow reduction of pad to silk clearance for smaller devices
  • Closer fitting outline for polarized pats

This gets the fixes i made in the master branch into the backport branch as well.
