Add SOT-563

Catherine requested to merge github/fork/whitequark/SOT-563 into master

This package is just the existing SOT-553 one with one more pin. It is required for the DRL variant of TI SN74LVC1T45. Unfortunately TI does not seem to provide any footprint drawings, only a package drawing.
