This adds another patch of footprints needed for KiCad/kicad-symbols#534

These are scripted: pointhi/kicad-footprint-generator#125 The dimensions are derived via the formulas outlined in ipc documents.

I choose to use the current naming convention for the new PLCC footprints. I will delete the old footprints later. (will need another update to many symbol libs.)

The pads are slightly smaller in all new footprints compared to the old footprints:
