Adding script generated VQFP footprints withe measurements by microsemi

This adds the first patch of footprints needed for https://github.com/KiCad/kicad-symbols/pull/534

These are scripted: pointhi/kicad-footprint-generator#125 The dimensions are derived via the formulas outlined in ipc documents.
