Varistor: Fix RV_Disc_D21.5mm_W6.1mm_P7.5mm

The RefDes on F.Fab of RV_Disc_D21.5mm_W6.1mm_P7.5mm was on the same position as the one on F.Silk. I moved it to the center of the footprint as mandated by F5.2 of KLC 3.0.11.

Old: rv_disc_d21 5mm_w6 1mm_p7 5mm_old

New: rv_disc_d21 5mm_w6 1mm_p7 5mm_new
