Add Atmel MCU BGA footprints

Some of the ATmega and ATtiny parts come in BGA packages. In preparation for adding those symbols, here are the footprints they use.

Datasheets: BGA-15_3.0x3.0mm_Layout4x4_P0.65mm BGA-32_4.0x4.0mm_Layout6x6_P0.5mm BGA-49_5.0x5.0mm_Layout7x7_P0.65mm BGA-100_7.0x7.0mm_Layout10x10_P0.65mm BGA-100_9.0x9.0mm_Layout10x10_P0.8mm The pad sizes should conform to the BGA landing pattern from Atmel Appnote 8826.
