Added Traco TEN20WIRH footprint

Please find the generated footprint for TEN20WIRH in this MR.

Regarding the pin holes, please find below my "calculations" (https://gitlab.com/groups/kicad/libraries/-/wikis/THT-hole-sizes).

• The minimum lead size is: 0.9mm (- pin dimension tolerance)
• The maximum lead size is: 1.1mm (+ pin dimension tolerance)

The IPC Level B value then:

• minimum hole size is (maximum lead size+0.2mm): 1.3mm
• maximum hole size is (minimum lead size+0.7mm): 1.6mm
• the mean is: 1.45mm.

I rounded the footprint hole up to 1.5mm

I chose an angular ring of 0.5mm.

The footprint did not throw KLC errors.
