Added Traco TOS06SIL footprints

Hi KiCad-Librarians,

Please find the generated footprints for TOS06-SIL in this MR.

Regarding the pin holes, please find below my "calculations" (https://gitlab.com/groups/kicad/libraries/-/wikis/THT-hole-sizes).

• The minimum lead size is: 0.68mm
• The maximum lead size is: 0.96mm

The IPC Level B value then:

• minimum hole size is (+0.2mm): 0.88mm
• maximum hole size is (+0.7mm): 1.66mm
• the mean is: 1.27mm.

Therefore the footprint holes are 1.3mm

Both footprints do not throw KLC errors.
