Add TSOT-23-16

Dear KiCAD team,

I'd like to summit a new footprint for the libraries.
This is the TSOT-23-16 (THIN) from Texas instruments. Used to package the TMUX1574 for example.

I didn't find a way to have it scripted with any SOT-23 scripts.
So I didn't summit a twin merge request into the "KiCad Footprint Generator" folder.
