Fix pad 7 position in Texas_RGY_R-PVQFN-N24_EP2.05x3.1mm_ThermalVias

Same bug as in !2673 (merged)

Pad 7 of footprint of Texas_RGY_R-PVQFN-N24_EP2.05x3.1mm_ThermalVias package is slightly shifted vertically. I didn't see that the ThermalVias version of the footprint also had this problem.
