Fix Vishay_SMPA: Silkscreen too close to copper

KLC rule is 0.2mm + half width of line

Line is 0.12mm -> 0.26mm distance

Currently the distance to the line is 0.140mm

This merge request moves the line further to the left:

so that it's 0.26mm away now:

The Y distance is already 0.35mm

The horizontal lines have been extended, not moved.
