Rework Creative Commons graphic symbols

This is a rework of all the Creative Commons graphic symbol footprints, using some imported graphics from https://creativecommons.org/mission/downloads/, and some simpler graphics primitives like circles rather than the hand-drawn versions:

No new footprints are added or footprints renamed.

Also:

• Sync up descriptions and remove commas and redundant tags
• Hide silk refdes and values

Expected KLC failures

• F5.1: SIlkscreen line width - some graphics are drawn as filled polygons with no line width
• F5.2: Fab value not included - hidden fab value text (some were already like this)
• F5.3: No courtyard for a graphic
• F9.3: NO 3D model for a graphic
