Fix DRC errors for MountingHole_*_Pad_Via (

Fixes #2633 (closed) by modifying the properties of all of the small via's: changed the Clearance Overrides and Settings -> Connection to Copper Zones -> Pad Connection to SOLID rather than FROM PARENT FOOTPRINT. I did this using the Footprint Editor, so there was some reformatting of the files. Main change was adding the '(zone_connect 2)' property to each of those small vias.
