add ESSOP-10 package for WCH CH224K

I designed it based on the SSOP-10_3.9x4.9mm_P1.00mm footprint, so pay special attention to possible c&p bugs.

I did not add a link to the datasheet as there is no data sheet for the package only available. Should I add the datasheet of the component (CH224k)?
