Fix: Traco TEA1 pin positions

Hi @cnieves1 🙂

This MR fixes the location of the pins (which were at the back but should have been at the front).

I've also adjusted the diameter of the pin holes and the annular ring so that it correlates with the other footprints, since they have the same pin length and width.
