Rework: Bourns PEC12R-3x17F rotary encoders
Completing the rework of the footprints for #2601 (closed).
This adds the -3xxx models, again using the 17.5mm shaft lengths.

Fit up with the 3D model:
Notes:
- The SH pins look oversized according to the 3D model, but the 3D model has 2mm legs and the DS says they're 2.5mm (4xxx has 2mm legs in the DS)
- SH Pin width = 3.1mm: a + b + 0.2mm = 2.5mm nominal width + 0.4 thickness + 0.2 (per F7.7)
- I have not added keepouts for the under-body clips as these seem to have been recessed:
