Add Bourns PEC12R-2x17F-Sxxxx encoder (rework of PEC12R-2xxx-S)

Corrects a few issues with the existing PEC12R-2xxx part, and makes it specific to the 17.5mm shaft model (as the different shaft lengths are different 3D models and courtyards, they should have different models).

Main changes:

  • SH pads moved outboard to comply with datasheet (10.8mm between inner edge)
  • SH pad holes widened to 2.5mm per KLC F7.7 (using a 0.4mm thickness from a STEP file, as not detailed in the DS)
  • Add keepouts where the shell contacts the PCB to avoid shorts to traces and to avoid the part not sitting flat. At least 0.25 from contact areas measured from STEP, except next to SH pad.
  • SH pads offset to avoid colliding with the shell contact points, and rounded rects to give a little more area.
  • More accurately draw the body and courtyard.
  • Square pin for Pin A
  • Add shaft length to description

Specifically, the main tab ovals look like they will allow the lead to fit through, but they will engage with some tension with the kinks in the tabs.

KLC violations:

  • F7.3: Only pad 1 should be rectangular - the SH pads are rectangular to give a bit more area
