Added HCTL USB-C Receptacle (repush !3021)

Review comments addressed:
- Correct pad-fab offset: front to front THT pad is now 2.6mm
- Pull in courtyards at front and back to 0.5mm
- A1 marker, both silk and fab layers
- Roudrect pads, all 25%
- Add to description
- V6 to V7 in 3D model path
I also added a "plug goes in this way" arrow on User.Drawings.
Question I have not made the THT pads pin-in-paste by adding a paste layer, but maybe I should? The pin length is 1mm, so it won't wave solder in a normal PCB thickness. Similar parts do not have that.
