Add Connfly DS1128-09 RJ45 8p8c receptacle

Add the Connfly DS1128-09 RJ45 8p8c receptacle (fixing #2592 (closed))

Where different, I have used Rev B dimensions.

Diagram below flipped for easy comparison with DS drawing, but pin 1 is up and left in the library.

I have also included

• some graphic showing a mating tab-up connector
• approximate front clearance, which is approximate and would depend on the length of the plug boot
• estimated panel-grounding wing sizes (un-dimensioned in the DS) and a clearance of 0.5mm from them

I have not done a different version for the no-wing option (DS1128-09-xxxx-X). If both a wanted as separate footprints, I can do it easily and rename this to DS1128-09-xxxx-S, but I want to nail down the other aspects first.
