Add Fujitsu FTR-LY Form C and Form A relays (replaces !1451)

Add Fujitsu FTR-LY Form C and A (SPDT, SPST-NO) relays. This replaces !1451 (closed) (which is just the Form C). There was some discussion in that MR about generic IEC-compatible footprints.

IEC pin numbering is used for compatibility with generic symbols (like kicad-symbols!3914 (closed), and also the RAYEX-L90{A,S} symbols).

Tesselation end-to-end is possible without the larger Pad A1 getting in the way too much.

No check_footprint errors reported.

I chose FormC rather than Form_C at random - both are used in the lib.

I did not include the horizontal variants (FTR-LY{P,R}...) or the socketed variant, because none of them actually seems to be in stock or generally available.
