Added Texas RQQ0011A footprint for TPS61288
Added the rather special footprint for the TPS61288

I drew out the pads in Fusion360 for the left half and mirrored around the package center-line (Image 1)
For the corner pads, I used normal rounded pads (as the datasheet shows rounded pads) and used two for each corner pad. Coordinates were also from F360 (Image 2)
I have put an 0.05mm solder-mask expansion on the footprint, as the datasheet specifies that as max and recommended
