Rework optoDevice

This PR reworks the OptoDevice-footprints:

• naming more in line with KLC-conventions (main change in this PR)
• added a few non-existing LDR-footprints
• added LED footprints useful for IR-LEDs and PhotoTransistors/-Diodes
• update of symbols: https://github.com/KiCad/kicad-symbols/pull/230
• there are several new 3D models in an accompagnying PR: https://github.com/KiCad/kicad-packages3D/pull/240 and https://github.com/KiCad/kicad-packages3D-source/pull/90
• remaining KLC-error due to bug in scripts (cannot read one footprint, which was exported from KiCAD and which I could load there ... so that should actually be OK)

added missing Hamamatsu spectrometer package, see also http://www.hamamatsu.com/resources/pdf/ssd/c12880ma_kacc1226e.pdf
