Add RJ9_Evercom_5301-4P4C footprint
This adds the Evercom RJ9 (4P4C) connector. The part is available at LCSC.
The part has been drawn according to the datasheet, with some inspiration taking from existing RJ type connectors from the KiCAD libraries.
I don't have a 3D model. KLC reports no errors.
