Quectel L70-R: create footprint

Hello,

This is creation of the Quectel L70-R footprint. It is mainly based on u-Blox MAX footprint, dimensions are the same, there is only a small pins offset.

No public datasheet is available on the manufacturer website except with login at https://www.quectel.com/product/gps-only-l70-r. A copy can be retrieved at http://dl.btc.pl/kamami_wa/quectel_l70_r_1.pdf for MR review.

    • The documentation must somehow explain how you got to the dimensions of your footprint.
  4. If there are matching symbol, 3D model or script pull requests, provide link(s) as appropriate.
  5. Check the output of the automated check scripts - fix any errors as required.
  • Give a reason behind any intentional library convention rule violation.

You can speed up the process by providing all the necessary information (see above). Providing a dimensioned drawing of your contribution can speed up the review process.
