Added Maxim WLP-9 footprint

While making a symbol for the MAX17043 I decided I'd add variants for both footprints the chip is supplied in. One footprint (called UCSP9 in that datasheet) was the Maxim WLP-9 W91C1+1

The appnote was linked as the official footprint for the above package in the datasheet for the MAX17043 (page13)

The pin1 marker is 0.4mm, as 25% of the largest dimension is 0.39875mm
