[add] SODIMM-200_1473149 footprint from 'herostrat' with minor fixes

Hello,

this my first PR. I'm sorry if I make any mistake.

The PR is related to #1187. I just tried to solve the last issues mentioned there to get the footprint "TE_DDR2-SODIMM-200_1473149-x" from "herostrat" finally merged into the master.

fixes:

  • adjust silkscreen to pad clearance to 0.12-0.2mm Footprint Editor — Connector_TE-Connectivity:TE_DDR2-SODIMM-200_1473149-x _004 Footprint Editor — Connector_TE-Connectivity:TE_DDR2-SODIMM-200_1473149-x _007 Footprint Editor — Connector_TE-Connectivity:TE_DDR2-SODIMM-200_1473149-x _006
  • adjust courtyard clearance to 0.5 mm Footprint Editor — Connector_TE-Connectivity:TE_DDR2-SODIMM-200_1473149-x _002 Footprint Editor — Connector_TE-Connectivity:TE_DDR2-SODIMM-200_1473149-x _003
  • add fab pin 1 mark Footprint Editor — Connector_TE-Connectivity:TE_DDR2-SODIMM-200_1473149-x _007

modifications:

  • change pad shape to rounded rectangles

I didn't checked the footprint against the datasheet again, because i thought the dimensions were already approved in #1187
