footprint for 0.5x0.5inch VCO housing

This adds a SMD package used for VCOs. It appears to be some industry standard even though I couldn't find any specific documentation for it. There are identical packages (also identical pin usage) from Crystek, Pasternack, Fairview and possible others.

Crystek uses a different pin labeling as the others. As I used it as first reference I sticked to its labeling. Also it has pin 1 at the corner. Neither of the manufacturers give recommended pad sizes, so I chose some dimensions in between the clearance. If there are better numbers for those I gladly change them.

All contributions to the kicad library must follow the KiCad library convention

  • Provide a URL to a datasheet for the footprint(s) you are contributing
  • An example screenshot image is very helpful
  • If there are matching symbol or 3D model pull requests, provide link(s) as appropriate
  • Check the output of the Travis automated check scripts - fix any errors as required
  • Give a reason behind any intentional library convention rule violation.
