Transfer Tag-Connect

The Tag-Connect footprints currently found in Connectors.pretty repo are transferred with this PR.

I added [num rows]x[pins per row] to the name and added the keepout area denoted in the datasheet.

Edit: I don't think these should be moved to their own lib now. If Tag-Connect increases their range of products we might split them out in the future. If similar products are created by other companies, we could group them together in a separate lib. (I seem to remember seeing an advertisement by phoenix for something similar. But i can't find it at the moment. And i don't remember the name of their product line.) Edit2: found the phoenix stuff We might want to move these to some repo called Connector_Direct-Plug-In (or something similar)
