Add SOP16 from STC, which is in essence a SOIC-16.

It appears like the datasheet can't be open at the moment (it states "Bandwidth Limit Exceeded"). You can use https://web.archive.org/web/20180713001956/https://www.stcmicro.com/datasheet/STC15F2K60S2-en.pdf in the meantime.
