Add Mini-Circuits QQQ130 plain footprint

Based on Mini-Circuits_QQQ130_LandPattern_PL-236_ClockwisePinNumbering.kicad_mod changes are:

  • remove GND pads and vias
  • set pad clearances to zero
  • set pad connection to "from parent footprint"
  • modify description/keywords to remove landpattern
