GP1212 alias of the GP731 footprint

The two packages GP731 and GP1212 use the same land-pattern PL-176 There is a 0.050" height difference between the packages: https://ww2.minicircuits.com/case_style/GP731.pdf

This is a 1:1 copy of the merged GP731 footprint (#1136), re-named to GP1212. The symbol using this footprint is https://github.com/KiCad/kicad-symbols/pull/1373
