Added Traco TSR1E footprint script

Hi KiCad-Librarians 🙂,

I've uploaded another series to integrate into the KiCad library.

This one is a little special since it's technically a switching regulator (we call them Non-Isolated DC/DC Converter (POL)) but I didn't find a current folder where scripts for regulators would be housed.

And since they are also relative simple square footprints, I've decided to add it to the traco.yml file, so that everything is in one place.

It also seems that the library does a distinction in the symbols library (DCDC-Converter & Switching regulators) but not in the footprint library.

Therefore everything will be the same as always, located in the DCDC section.

MR Footprint: kicad-footprints!3323 (merged)

MR Symbol: kicad-symbols!4067 (merged)

The footprint did not throw any KLC errors.
