Draft: Init act for a TO-71 generator with deleted pads definition

As noticed in kicad-footprints!3257 this definition is missing from our generator.

I hacked a few things in order to make it work, hopefully it is accepted.

Also updates the generator to add a "Script generated" indication to the description.
