SMD complement to https://github.com/pointhi/kicad-footprint-generator/pull/200.

This adds non-polar electrolytic SMD caps using IPC-calculated pads. It also updates all the existing SMD electrolytic polar caps to use rounded rect pads (while retaining the original pad sizes and placements for compatibility) and cleans up the script and YAML file a bit.

Also fixed one typo that doesn't affect anything else.
