Add Traco TMG 15 footprint script

Hi KiCad-Librarians ,

I've uploaded another series to integrate into the KiCad library.

MR Symbol: kicad-symbols!4948 (merged)

MR Footprint (which should be removed): kicad-footprints!4080 (merged)

Regarding the pin holes, please find below my "calculations" (https://gitlab.com/groups/kicad/libraries/-/wikis/THT-hole-sizes).

Leadsize:
1mm (+- 0.1mm)

The minimum lead size is: 0.9mm
The maximum lead size is: 1.1mm

The IPC Level B value then:
minimum hole size is (maximum lead size + 0.2mm): 1.3mm
maximum hole size is (minimum lead size + 0.7mm): 1.6mm
the mean is: [(1.3mm + 1.6mm) / 2]: 1.45mm

Hole size: 1.5mm

Annular ring size: 0.4mm

The footprint did not throw any KLC-errors.
