Add: LQFP-144 EP 6.5x6.5

This adds an LFQP-144 package with a 6.5x6.5 EP.

This is compatible with both LQFP-144's used for the XMC4500 series: https://www.infineon.com/dgdl/Infineon-XMC4500-DS-v01_05-EN.pdf?fileId=5546d46254e133b40154e1b56cbe0123

There are two variants covered:

• PG-LQFP-144-24, which as a groove around the EP
• PG-LQFP-144-26, which does not

According to this document: https://www.infineon.com/dgdl/Infineon-Board_Assembly_Recommendations-QFP-Package-v06_00-EN.pdf?fileId=5546d46275b79adb0175bd38e18f6099#page=7 the outer dimension (6.5mm for the -24) is what drives the solderpad dimension. So these both have an effective EP size of 6.5mm square.
