Make DIP generator derive from FootprintGenerator

Minmal changeset to get --output-dir to work with the DIP generator. I also unified some naming: spec -> device_params.

Please note that make_DIP_footprints.py (which generates everything except for the CERDIP) now also supports --output-dir but it still needs to be called separately.
